Jeremiah 31:31-34, God announces the new covenant that He will write on the hearts of His people. All of them, from the greatest to the least, will know Him.
You cannot access what you do not possess.
There are many pretenders; spiritual “wannabes” who try to scheme their way into the King's throne room. Rather than learn the protocols of the court, they try to sneak in by hook or by crook. Outwardly, they may appear quite “spiritual”, but inside there is nothing there. They are like the Pharisees that Jesus described as whitewashed tombs: outwardly beautiful and righteous, but inwardly full of dead men's bones and hypocrisy.
Paul described this kind of person as “having a form of godliness but denying its power.” After all, you can't exercise the power of the King unless you know the King. In Acts 19 the seven sons of Sceva tried to exorcise a demon using secondhand faith, appealing to the demon in the name of “Jesus whom Paul preaches.” The demon answered, “Jesus I know, and Paul I know, but who are you?” Then the demon attacked them, wounded them, and chased them away. These men did not really know Jesus. All they wanted to do was enhance their reputation as professional exorcists.
Access to the full resources of God's kingdom is available to all who walk with Him in an ongoing love relationship. Jesus told his disciples they would receive power when the Holy Spirit came upon them. The Holy Spirit is God's “down payment”; His stamp of ownership on us. The Spirit's presence in our lives proves that we are in relationship with him and guarantees that all of God's promises to us will be fulfilled.
In Jeremiah chapter 31 God promises a new covenant by which His people will be identified: “But this is the covenant that I will make with the house of Israel ... I will put My law in their minds, and write it on their hearts; and I will be their God, and they shall be My people... They all shall know Me, from the least of them to the greatest of them...” Covenant gives formal expression to an existing relationship and imbues it with legal authority. We can speak in His name, exercise His authority and appropriate His power and His gifts in carrying out His will.
